License and Fee Requirements State licenses are NOT required for residents of the state 15 years of age or younger or seniors 65 and older. State licenses are required for ANYONE 16 and older who is not a resident of the State of Kansas. District fishing permits are Not required for JoCo residents 15 years of age or younger or seniors 65 years of age or older. District fishing permits are required by ALL non-residents of Johnson County 16 years of age and older. A District Trout Permit is required for EVERYONE, regardless of age or residency, who fishes for trout (whether they keep the trout or practice catch and release).
